Tiffin, J., Rajasingham, L. In Search of the Virtual Class: Education in an Information Society.

Witherspoon, John P. Distance Education: A Planner's Casebook.
Western Interstate Commission for Higher Education. 1996.
This book describes a number of different types of distance learning initiatives. I reviewed this for CAUSE recently. I would recommend taking a look as an overview of markets and initiatives for DL.
